Earlier this week, the Kaiser Family Foundation and the National Alliance of State and Territorial AIDS Directors (NASTAD) released their 12th annual National ADAP Monitoring Project report outlining changes to state-run AIDS Drug Assistance Programs (ADAP), which help low-income people living with HIV access vital medications.
The report is based on surveys taken in all 50 states in addition to the District of Columbia, United States territories and associated jurisdictions. The report notes that the number of people currently participating in ADAP is at its highest level in 12 years; 146,000 people were enrolled in the program in 2007.
According to the report, as of March 2008, Montana was the only state that had an ADAP waiting list; three people in the state are awaiting HIV health care. One year prior, in March of 2007, four states had ADAP waiting lists; then, a total of 571 people were waiting for ADAP services.

As most of us know, credit card statements are absolutly not any kind of accurate picture of someones true income, and many very low income folks don't even file taxes. I am an ADAP enrollment worker and you can make up to 39200.00 dollars a year and still qualify for ADAP without a copay. Tax returns and bank statements are acceptable forms for proof of income. As tax payers we are being raped by multiple entities, for myself I don't mind if my taxes are helping to keep someone alive!!

Changes made to the CARE Act in 06 to correct imbalances nationwide made possible this amazing feat of almost no waiting lists.
Sadly, though, the Treatment Modernization Act obliterated social supportive services at the same time! On Long Island, there is NO emergency financial or housing assistance for PWAs. We lost over a half million $ in support.
We PWAs must realise that we are more than a prescription, before all the advances made in the last decade are gone.

ADAP LIST---It would be LOWER if each State and the people
receiving ADAP were truthful about the INCOME of each one, which by the way too many are not, a fix would be each year the ADAP people turn in copies
of their Personal Tax Forms for the previous year, plus all Banking and Credit Card statements so the cheats can be weeded OUT and mad to pay US,the TAXPAYERS back
